I'm finding it to be the opposite and Scavenger is one of the more important Jawas. Line In The Sand is in my opinion the second most important skill out of the 5 Jawas. Scrap bomb is probably the third most important. His basic makes enemy Rey useless and really softened the impact of someone like Jedi Knight Anakin. He's pretty squishy, but gets stealth on crit.
Of course, that's all just my opinion and isn't fact!
