The leveling wall?
Why is there a credit leveling wall? Shouldn't the game makers try promote use of uncommon characters and character use in general? Wouldn't that lead to more sales of product? I don't understand...

If people could lvl without restrictions they would get board quick and then stop playing. The game is a grind. The grind is life.
I don't like the idea of spending real cash on resources either. It isn't appealing.
A strategy of money for characters, specifically, is much more substantive and "rewarding" for a player. It gives the player sold product and generates fulfillment of a transaction vs a purchase for credits to level what someone all ready has or gear. I would anticipate spending real currency on resources would have a negative effect and lead toward players quiting and other adverse result.
