Thermal Detonator Damage

So...how is thermal Detonator damage calculated exactly? (Vs regular toons, raid bosses, etc.) And does it change against "Boss" or "Elite" AI toons?
  • TD damage is % based damage, base on health (I believe).

    Raid bosses, through the Fearsom foe ability take reduced damage from % based attacks.
