Noticed that Hux Dominance gives 100% Counter Chance, KRU Unique Zeta also gives him 100% Counter Chance, if he has 200% counter Chance does he counter attack twice?

No, just always counters unless dazed or otherwise prevented from countering (eg target locked against a zGG lead). Also works against Corrupted Battle Mediaition (200%-60% is still always-counter)
