100% tenacity isn't the same as tenacity up, which gives you something like 99990% tenacity I think. It just goes into the potency/tenacity calculation (I think it's: chance to resist = (tenacity - potency) + 15). If someone has high potency they can still stun you. For example if they have 50% potency and you have 110% tenacity (including the ebb and flow zeta), then your chance to resist is 75%. That's why some people put a tenacity cross on thrawn on top of the zeta.
