It's 2% for every status effect gained and lost - that's positive and negative. I faced a zeta maul team in GW for example with full empire and everyone came away with full protection. Vs. DV teams, since the DoTs stick, you can cleanse them (lose) and then they come right back (gain) - so if DV puts 3 dots on you, that's 12% protection gain on a cleanse move from Thrawn's lead and... you get 100% TM (50% on the cleanse move, 15% from Thrawns unique, 15% if Shore is taunting, and 60% TM from gaining back the 3 DoTs as part of Thrawn's lead) ... so essentially you gain free protection, get to burn a cooldown, and still take a turn. Vs debuffs his lead is the most ridiculous thing in the game - puts anything Chaze or GK or R2 can do to shame. However...vs. non-debuff teams it's not all that amazing. DV or Tarkin are better from my trials vs. non-debuff squads.
This is the explanation I have been looking for. Thanks! I think I am going with the zeta lead.
