Thrawn unique zeta query
I'm working on my raid teams currently, and looking to put together a team that can solo a large chunk of HAAT. I see a lot of suggestions that include Thrawn, and he's obviously great for Fracture, but they often mention that a zeta on Ebb & Flow is required, and I don't get why.
I can see the value in adding the TM removal to a Fractured target, obviously, but that only works when another Empire ally uses a special, and in most of these teams he is the only Empire character. In that case, all it does is give him extra tenacity and counter chance, which doesn't seem particularly amazing. Does he really do that much damage via extra counters, or am I missing something?
