Is it best to zeta his unique or leader ability first?

It depends. In empire team this zeta is very good. If that would be 5% Empire would be too strong. With 2% it can be 10%, -16% recovery of protection. And team is gaining buffs and losing whole encounter. For an empire tank 10% can be 8k protection recovery. It is a lot. Maxed stormtrooper is receiving dmg from maxed Cls like 9k.
