Usefulness is relative to the individual. While it is a shame I can't use him in raids which sounds like it would've been a lot of fun, it has no effect on usefulness for me since I can already finish where I want in raids. This was solely for arena where 6* Thrawn is completely viable and very useful on offense at least.
