From that list #1 priority should be Lumi, a strong powerful healer, plus great leader ability. Next in line would be JC. Don't worry about Royal Guard, Ewok Scout, CS, Storm or Snowtrooper.
Go after Sidious in Arena, QGJ/Poe/Daka in Cantina Shipments & Lumi/Phasma in GW shipments. Will get you on the right track and help you get other characters a lot easier.
