Turn Meter / Speed confusion... what is going on? Help plz

CLS have IBAT zeta’d? That’s 10% tm to CLS and 5% to his allies for every debuff he inflicts. He’ll open with Call to Action and then Use the Force for two debuffs applied and/or resisted so 10% tm to all his allies if IBAT is zeta’d.
