Just to clarify my thoughts, turn meter manipulation includes gain and loss of turn meter right?

That's correct. And another dimension is ally and foe. Padme prevents TM manipulation (gain and loss) on her own team, while Malak prevents Sith foes to gain TM (but they can still lose).
