Usefulness of Tenacity and potency

Doesn't matter what the % is, what the attribute is, it's still if the game wants to screw you or not. My sion is almost at 50% crit. Yet he will only crit about 30-35% of the time but when I battle sion at 30% crit chance, enemy sion uses hatred and then break will (with a crit = wow nice 30% chance at the right time every time lol). Same as using Aayla. You could auto GW with aayla and watch her never call to assist on her basic but when you fight her her in GW, TW, arena, that 35% chance is pretty much 85%. Do you see B2 during events or HAAT? almost 90% for a 40% ability right? Have you tried using B2? I promise you it's not even 40%.
