The description days that he gets +8 for every ally/opponent that matches one of the stated conditions. Getting 32 Speed for just being there with Palp is huge.
Btw, this is not my Vader, I was wondering why he is so fast. Moreover, and this is the real problem: he has 80% potency in total and easily lands Dots on toons with more than 100% tenacity.
