How does that work. What grants him prepared? I get why its needed but how/when does he gain the buff

Have qira lead, mission, zaalbar and l3 all up and ready just need to invest gear and a zeta on vandor....
wanted to understand him a bit better before i did and gear 8 simply wasnt helping me optimize him for trial runs.
