I have them at six stars. I’ve been buying their shards with my daily crystal rewards every single day (at the expense of everything else). My arena team is made up of all free characters. I’ve been using free characters to earn free crystals to buy free shards for the veterans.
You don’t have to be a whale to get them to 7* if you have been playing the game long enough to have unlocked all of the free raid and event characters who help you earn daily crystals. It can be done without money if you spent the time and anticipated the importance of these characters.
