Weird TB bug?

Maybe I am just being dumb and if I am feel free to roast me, but is anyone else having a random character go first in the first ls zone of ROTE? It has happened on all of my missions in ls and I can’t figure it out. General Kenobi went first on a jmk team like WHAT?! It is just super weird to me, anyone have it happening?

    Enemy leader sets all speeds to be the same (150 if I recall?), so who goes first becomes a coin flip.
