He is considered arena ready at 4* max gear/lvl. You only need him to taunt when someone drops to 50% so long as you pair him with extremely heavy hitters (FOTP/Rey/GS/QGJ/IG86).
If they can survive to their turn, enemy is pretty much dead. You probably saw a 2* but he may not last in that rating very long as a 2* RG can be one shot at max health by almost any of the DPS i listed. at 4* he can survive 2-3 hits.
Most current teams run poggle/rey/gs/rg/(QGJ-L, ig86,fotp by preference).
