This. When the game descriptions say Offense, they refer to physical and special damage. CC, CD, Armor Penetration, etc are specifically referred to as such when they are effected by an ability. Thankfully, that is something that is pretty cut and dry with ability descriptions. Except for Armor and Resistance Penetration I guess, because these are also effected by anything that lists "defense penetration", like with Boba's payout.
