Saying that Thrawn is from Rebels is like saying Boba Fett is from Attack of the Clones.
It's his first appearance in canon, so he IS a Rebels character.
Bob's first appearance in canon is A New Hope (Or ESB, considering he was added in ANH for the special edition.)
He was also in AotC, but it wasn't his first appearance.
