It's not "love" of Phoenix Squad from EA, IMO, it's more "strike while the iron is hot".
Rebels is currently on.
If this game was created around 2009-2011, I'm almost certain there'd be way more Clone Wars Toons in the game, than the current 15. As of now, there's 9 Rebels' series Toons.
Just as surely with each movie or TV series that comes out, we'll get at least a handful of new Toons.
As for the non-movie and non-TV characters from the Star Wars universe, I have no explanation.
