We literally had NO way to prepare for the event. It was not rewarding for people because they knew right as the characters were released that they were needed for Thrawn.
Legendary characters should be a way to reward players who make bold choices and choose to farm characters that have little purpose (well except for Palpatine).
Empire was thrash before the faction pass, but people who invested in them had the chance to unlock R2.
If they had released Phoenix, and then 2 months later introduced Thrawn, it would have been better because people could have chosen to farm them in case Thrawn would come.
Saving resources and farming strategically allowed many f2p to unlock and even 7* him. So there was a way to prepare.
They also put them in good farming locations and gave double drops. (Many did it without sabine)
They rewarded long time players and people who play "the long game" and don't drive all resources to 0 with the gotta have them all mentality.
It was tight and stressful but not impossible. That is how legendary characters should be.
