Why doesn't Raddus Call a reinforcement on Holdo Maneuver?

I have noticed a few times, in Galactic Challenge especially, that when Raddus executes Holdo Maneuver and there's a reinforcement available it isn't always called? What stops it being called?

But if there’s already 5 ships in play, having a reinforcement left is irrelevant.

so if you have 5 ships in play, and you have 1 or 2 reinforcements left it doesn't call them because it thinks, nah, you're doing ok ;-)
