Why isn't everybody using Nightsister Initiate?

Keep in mind those are level 80 gear 10 stats, with level 8 skills. The damage numbers are inflated because that is the damage the skills do before it is put up against a targets defense. But even so, she will be strong and viable at 80, mostly because of being able to hit gear 10.
