Why isn't everybody using Nightsister Initiate?

I have never seen my L70 gear 8 ability 7 NI hit for more than 3k on basic, it's usually 1.5-2.5k ... The specials crit for about 4k, and for 2.5k without crit, and after they are spent, not much is left. I was planning to move her to gear 9, but stopped.
The L80 stats will never look like this in reality, because when facing L80 toons in gear 9/10 and L8 abilities, I'm sure the damage she does will be reduced or becomes insignificant, due to increased armor and protection.
