Young Lando clarification and viability? Is he good, or not?

According to swgoh.gg, Hot Hand has the highest base damage of any ability in the game.

I haven't messed with him on the ground yet - just got him to gear 9 or so to make his ship semi-usable. I do look forward to experimenting with him though.
