It's helpful when you're facing fast NS teams. If you're under Veers lead, you won't just boost your team's TM by giving them buffs, but you'll also slow down the enemy team, by removing 10% TM(given that you run him in a full troopers team). So yeah, if you have spare Zetas and you have tons of NS in your arena, he is a nice addition.
