If I mod my Jedi with speed mods, does the 10% speed from mods play into qui gonns zeta lead where speed equates to more offense? Thanks

Your speed gets converted to offense, so yes.
The 10% from the bonus is applied before other speed bonuses from mods, though, FWIW.
