Appo leveling up relics glitch

It says that appo needs level Xiii to mod the relic past relic tier 4 to relic level 5 and beyond when I already met the xiii restriction and reliced it up levels to relic 4.  

please fix the problem of the glitch because I’m going for Jedi master mace windu 

any extra crystals or equipment for the problem is hoped for.
