Aha! I figured out what the bug is. Passive buffing character abilities work if (and only if) you equip the character in the first squad slot. If a character is not equipped in the first slot, their passive buffing ability is broken.

    Hmm, on second thought, this may be working as intended. It seems as though a "Leader Ability" is intended to work only if the character is equipped as the squad's "leader" (in the first slot).  It seems to me that this was not clearly communicated...
