[BUG] Jedi Knight Revan blocks all bonus turn meter gain at battle start

Revan is only supposed to block bonus turn meter gain at encounter start from leader abilities when he is the leader. The recent fix from last week for him actually causes him to block all encounter start TM gain (from leader and unique abilities) regardless of if he is the leader.

Please see the attached video screenshots with Queen Amidala, Mara Jade, and Revan. First battle is Amidala, new Qui-Gon, Padawan Obi-Wan, and Mara Jade. Queen has 301 speed and Mara 325, so with the 50% bonus TM from Qui-Gon Amidala should move first. She does and the TM gauges for the other chars are about half full, which makes sense.

In the second battle, I add a Revan with 317 speed. Despite the TM block being in his leadership and the bonus TM gain being from a unique, Queen Amidala does not gain any bonus TM and instead Mara takes the first turn.
