Cannot Purchase Razor Crest Bundle

I have the razor crest unlocked, but my Mando Beskar is not relic 5, I feel I should still be able to purchase the bundle. As an example my GG is relic 7 but I dont have his ship up, yet I can still buy his bundle. Is this on purpose or a bug?
