Hi @BeWary and thanks for the post.
This is working as designed. The below is the order of when abilities fire:
- When a battle starts, player characters Unique abilities fire in slot order.
- Then opponent characters Unique abilities fire in slot order.
- Next is player Character Leader (and ally) abilities.
- The opponent leader ability then fires.
From your example, Cassians Unique Zeta "Groundwork" triggers giving 20% Protection Up (of the original Protection at the start of battle) and then Mon Mothmas Leader ability "Alliance Chancellor" fires after this.
