All characters with thermal detonators have 3 damage values: normal damage (1x), damage for raid bosses(0.002x), and damage for percent_health_resistant enemies(0.02x).

Cassian's code (he can copy thermals on his Crippling Shot special) doesn't have an effect for the 3rd damage value. Traya can similarly copy thermals with her basic and her kit has the value for percent_health_resistant enemies.

As best I can tell this will result in Cassian thermal detonators doing zero damage to a percent_health_resistant enemy.
