Cassian's U-wing doesn't give Target Lock to Imperial Tiefighter

Summarize your bug Cassian's U-wing is not applying Target Lock to Imperial Tie Fighter.
Steps: How can we find the bug ourselves? Use Cassian's U-wing's special attack "Threat Assessment" on Imperial Tie Fighter. It should apply 2 debuffs: Tenacity Down and Target Lock, and both are irresistable. However, only Tenacity Down is applied. I encountered it in Ship Arena. The defending capital ship was Executrix. I don't know if it happens elsewhere and with different capital ships, or with other ships than Imperial Tiefighter.

move_2: After using Threat Assessment, the defending Umbaran Starfighter takes a turn and then it's my Biggs. Clearly visible is the Tenacity Down on Imperial Tiefighter, without Target Lock.
