So I slowed it down and it does say dodged. So either it's doing 2 separate attacks for some reason or its some other bug, but I've seen it fairly often and it never evades tenacity down and inflicts target lock. It's always target lock that is evaded.
It still doesn’t make sense. I think this should be acknowledged and or explained.

- So I did have a chance to test with mine, and same thing. T-down, but no TL. Target was Sun Fac.
Just confirming that it's been happening to me as well, tenacity hit's everytime so far, but target lock almost never.
