Cassian's Zeta groundwork not giving full 20% protection

I may be misunderstanding what you’re saying, but hopefully this helps. Unless I’m mistaken, Cassian’s zeta gives rebel allies Protection Up at the beginning of the battle. It doesn’t increase their total protection, so it shouldn’t affect the amount that Jyn’s leader ability restores each time a rebel gains a buff.
