sometimes, when I start the game fresh, i.e. after restarted phone. - the chat button is missing
if i force quit, then start it again usually that chat button is back.
happens infrequently, but enough to be annoying when it does

Happens for me every time I claim the free daily crate and then go back in to the game. The game loses connection and has to restart and after the restart, the chat is gone. I have to restart my phone to get the chat to return. So every day at least once a day.
