If you want to report a potential cheater, this is not the way to do it. Please send a PM message via the official forums to @CG_Leviathan or @CG_LucifersDaddy with details on why you think someone is cheating, your ally code and the name of the suspected cheater.

Honestly, what "competition" are you hoping to see otherwise? Everyone has the same teams and can win on offense. Ranking high one day just means chance favored you by not having you show up in too many people's sights. Banding together on your shard makes for one less headache.

  So I went and checked the EULA and the only remotely close provision was that you agree not to:
  "Defame, abuse, harass, threaten, spam, violate the rights of others and/or otherwise interfere with others use and enjoyment of the Application".
  I'm an attorney and in my professional opinion collaboration between players does not constitute a violation of the EULA.
