sorry to say so, but it is not.
because if the opponent uses strategic dominance on me, my cooldown of the ability to call reinforcements is increased by one...
you can´t increase mine if he uses it, and not increase his if i use it

I've never experienced an increase in reinforcement cooldown from Chimaera's "Strategic Dominance."

For my Chimaera's turns (If my opponent gets 1st SD):
1 - Use non-reinforcement skill
2 - Reinforcement (not Phantom)
3 - Non-reinforcement skill
4 - Reinforcement (not Phantom)
<Enemy uses Strategic Dominance>
5 - Basic attack (Reinforcement still has a CD of 1, and all other specials were increased at least by one)
6 - Strategic Dominance (even though Reinforcement is up)

Can you help explain further in which conditions you are seeing an increase in reinforcement cooldown?
