I feel like this was seen a couple of times in ships 1.0, specifically related to reinforcements.

Most of my battles end shortly after (if not at the same time) as my Chimaera using its ultimate, but last night I lost several battles to Executrix fleets.

In each one of these I would use Chimaera's ultimate skill, and Executrix next turn would summon a tank reinforcement, which would survive long enough for its next turn to fire its ultimate and wipe out my whole fleet.

This means that Chimaera's ultimate isn't correctly increasing the cooldown of the reinforcement ability.

And if this is working as intended, I would argue that the description of the skill needs to be updated to indicate that the cooldown for Reinforcements is not impacted.

Which would make this a text bug, because the skill is listed incorrectly. It clearly says:
....Increase ALL cooldowns on the enemy Capital Ship by 1....(emphasis mine)
