Conquest datadisc not counting for feats

I found two good datadisc who could help me for completing certain feats, but its looks that those don't count. Is it normal of a bug, I don't know.

Got these two disc: Ruthless: Debilitation for Armor Shred and Critical Debuffs: for Critical Chance and Critical Damage Down

I don't know the debilitating one, but critical debuffs doesn't work because the feat is "attempt to inflict". That means one of your toons has to take an action that inflicted the debuff. That disc makes the enemy toon inflict it on themselves, so it does not count.
