The sign-up/preview period for the currently active Territory War ended 2 days ago. If you did not sign up, you won't be able to see the Territory War anymore after the preview phase. This is working as intended.
The issue with players not seeing the Territory War event at all (not even preview) is currently being investigated. Unfortunately, no update available as of today, sorry.
I believe I'm also experiencing this issue. As there is no audit function, it's possible I just missed it as I can't go back and confirm. However, I check religiously and do not recall seeing a territory war join notification. Please consider this a +1 player experiencing this issue.
