Also experiencing this bug, and have submitted a support ticket (case # 42133616) because I have missed the territory war that ended today due to the Preview/sign-up phase never appearing. If there is currently a sign up option for the impending TW I do not see that either as is depicted by the image below. There is another facet to this bug, some people are getting the preview phase and able to join, but once the TW starts it disappears for them and they are unable to participate or receive rewards.

Thanks for the clarification, I do know that the next preview isn't supposed to start till today, however in the past there have been count downs showing up in the Guild events giving a heads up on the upcoming TW. I simply wasn't sure if there was or was not supposed to be an indication there. I actually do have the current Preview phase showing as of 1 hour ago (6 PM GMT). I did not have any such preview phase during the previous TW (as confirmed through my Guild mates who did).
I was able to see the sign-up phase and hit Join. I even remember one of my officers listing off who wasn't in, and I went in to double-check the list. If I hadn't hit Join earlier, I would certainly have seen it and done it then. But then when I went back in just now after being on the road all day today, I don't see TW at all.
