Hi @Taz82h and thank you for the report.

Count Dooku has 100% counter chance from his unique "Flawless Riposte". Since "Fracture" is decreasing his counter chance by 30% it is possible for him to counter, since his counter chance is still 70% with "Fracture".

"Annihilate" dealing only 99.999 damage is intended for this boss (just like any other Boss).

Hmmmmm. Fracture is supposed to prevent bonus attacks, including counters, entirely on everything but RAID bosses. Is Dooku a raid boss now?

    It's not a bug. Dooku is tagged as a raid boss in this event. So fracture only reduces his counter chance (from 100% to 70%) and annihilate only damages him, like any other raid boss.
