Encoding error in guild interface

Hi! A lot of Russian-speaking players from different countries are facing a problem because of which question marks are displayed instead of text.

I know that the error is not only related to the Russian language, but also to a number of others.

The error has been relevant for several months.

Question marks can be displayed:
- instead of the guild name
- in the command window in territorial battles and territory wars
- in the guild chat

Very similar to an encoding error.
