Enemy Levithan and Allies appear to have TM gain despite Tie Dagger starting

I just fought a fleet arena battle.

My lineup was Levi with Sith Bomber, Fury Interceptor, Tie Dagger.  My RI's are Mark VI, Scimitar, Sith Fighter, Tie Repear.
My opponent's starting lineup was Levi with Sith Bomber, Fury Interceptor, Sith Fighter  (Scimitar, Mark VI, Tie Dagger, and Palps Shuttle.

The battle went roughtly like this (only indicating the capital ship turns):

- Enemy Levi went first and destroyed my engines
- After an abnormally long time, my Levi got its first turna and destoryed their engines.
- Only a few ship turns later, enemy Levi went 2nd and called out Mark VI
- I eventually got my 2nd turn and called out Scimitar
- Almost immediately after, the enemy Levi got its 3rd turn and destoryed my hangers  (essentially he almost lapped me)
- I got a turn, destoryed his hangers
- Scimitar's influence did help as the enemies 4th turn (a basic) was delayed slightly
- I got one more turn and called out Mark VI
- And then he got the next turn and Took over my ship

My issue is that this battle was almost identical to an old Levi mirror and the enemy was gaining a ton of TM from Sith fighter in the early battle,  Only made worse because i didn't have Sith Fighter.

TL;DR: While not conclusive, base on the above experience, it would appear that the Tie Dagger's unique was not working properly, which allowed the enemy fleet to gain TM and outrun my to Ult even with Scimitar as my first RI.
