I have contacted general EA help. They told me that they could do nothing and I would need to contact in-game EA help.
Contacting in-game EA help has led to a new person responding to every message and each new person seems to not read the previous messages.
One person identified that my swgoh account is linked to a deactivated EA account (which I suspect is the expected behavior when a migration occurs). But every person who responded after he did seems to not know that information.

Posting the solution in case anyone else runs into this -
My old EA account was migrated to a new EA account. SWGOH was linked to the old EA account that was being migrated from.
As a result the old EA account was deactivated as a part of the migration process.
In game EA help was unable to fix this issue. https://help.ea.com/en/help-home/ was able to fix this.
The fix was to reactivate the old EA Account that was migrated from. Once that old EA account was activated again the in-game unlink feature no longer gave me Error Code 9.0 and instead properly unlinked my swgoh account from the old EA account.
Then I was able to connect SWGOH to the new EA account.
