Most likely it's because you have the UNIQUE ONLY option on and you didn't have before. That way, if a character appears on two or more teams, you get an exclamation mark. I can't see from the shots you've given, so I'll come up with an example. You have a 501st GAS team and a JMK with GAS in it. Since GAS appears in two squads, he ends up getting an exclamation mark. That's also why you can't see him when trying to come up with a new squad, let's say JML.
