At max level, Breach of Protocols has the ability to dispel Tenacity Up from enemies, however it appears that this portion of the ability can be evaded along with the damage.

Anything that hasn't "can't be evaded" and/or "can't be resisted" in the ability description can be evaded and/or resisted. This is working as designed.
